Mise en garde de l’ambassade américaine en Tunisie contre les voyages en Tunisie

L’ambassade américaine en Tunisie a mis en garde, dans un communiqué  publié le  19 octobre 2012, les citoyens américains contre les risques de voyages vers la Tunisie à cause de l’éventualité de manifestations violentes.  Elle précise que cette mise en garde remplace celle émise le 15 septembre dernier, compte tenu de la situation sécuritaire actuelle dans le pays. 

L’ambassade indique également que " la situation sécuritaire en Tunisie reste imprévisible et que des épisodes de troubles civils ont eu lieu dans tout le pays" et recommande aux citoyens américains d’éviter les foules et les manifestations. 

le communiqué souligne aussi  que «même les manifestations destinées à être pacifiques peuvent dégénérer en actes de violences ».

Le communiqué recommande, par ailleurs, aux citoyens américains de rester vigilants et de surveiller régulièrement les médias locaux pour être tenus au courant des évolutions de la situation actuelle et à ceux restants en Tunisie d’inscrire leur présence par le biais du Programme d'inscription Smart Traveler (STEP) et de fournir leurs coordonnées d’urgence ainsi que celles du parent le plus proche.

Un nouvel écolabel pour contrebalancer l’image négative des révolutions arabes

L'Union Européenne vient de lancer un nouvel écolabel visant à favoriser le développement durable du secteur touristique et une meilleure protection environnementale du bassin Méditerranéen. Il s'agit du projet ShMILE 2 (un nom imprononçable issu des réflexions de techniciens européens à Bruxelles) sur six pays du bassin Méditerranéen (Tunisie, Egypte, Jordanie, Grèce, Italie et France).

C e projet officiellement lancé à Nice vise à promouvoir l'Ecolabel Européen auprès des hébergeurs touristiques des régions partenaires, dans le cadre d’un développement durable du secteur touristique et une meilleure protection environnementale du bassin Méditerranéen.

L'Ecolabel offre aussi aux hébergeurs qui y souscrivent de renforcer leurs compétences.

Contrebalancer l’image négative des révolutions arabes

La mise en place de cet écolabel permettra notamment à l’Egypte et à la Tunisie de contrebalancer l’image négative sur les touristes des conséquences parfois surprenantes des révolutions arabes et pour la Grèce et l’Italie de gommer l’actualité de pays en crise à la fois économique et politique.

Lors du lancement de ce projet européen à Nice, étaient présents de hauts responsables du tourisme des pays concernés comme Mahmoud El-Kaissouny, Ministre délégué du Tourisme Egyptien, Issa Gammoh, secrétaire général du Ministère du Tourisme et des Antiquités de Jordanie, Aroussia Khammassi, représentant de l'office national du Tourisme Tunisien et Fatma Bennour, représentante de la Fédération Tunisienne des Hôteliers, Alessio Satta, Directeur de l’Agence de conservation des Côtes Sardes. Apple and Google are way ahead of Microsoft on mobile, but its historic dominance of the PC platform comes with some serious advantages.

Unlike your typical Apple event, there are very rarely surprises at a Microsoft product launch. Everyone suspected Apple would release a new iPad mini on Tuesday, but the new MacBook, iMac, and Mac mini were surprises.

Compare that to Microsoft's Windows 8 announcement yesterday: the OS had been available for free download for almost a year and reviews of the systems had been online for weeks. This was the first time most of the world got to see a working Surface tablet, but the rest of the Windows 8 launch seemed predictable. My only surprise was that I came away from the event predicting Windows 8's inevitable success.

There are two reasons for that assertion. First, although Apple's market share is growing, it still only has about 13 percent of the U.S. market. It is an incredibly lucrative 13 percent, with nearly all of the $1,000-plus units sales, but it is still a minority player. That means Microsoft will continue to dominate the laptop and desktop space. This traditional "PC" market is declining, but people still buy a lot of laptops and desktops.

Hurricane Sandy Heads North as East Coast Readies for 'Perfect Storm'

Residents in the Northeast, specifically in New York City and northward, are quickly coming to terms with the realization that the biggest monster they face for Halloween next week may be a creation of Mother Nature.

Forecasters are now saying that there is a 90 percent chance that on Monday the East Coast will take a direct hit from a "perfect storm" of three different systems -- Hurricane Sandy, an arctic front and a jet stream.

"It won't be just the intensity of the storm but the enormous area that it could affect," said Dr. Louis Uccellini, director of the National Oceanic and Atmospheric Administration Prediction Center. "From the mid-Atlantic to New England, it will park itself over parts of the East Coast for days."

With the height of the storm expected to occur Tuesday, forecasters warned that it could take its time, lingering in the atmosphere over the same locations for five or six days.

They said that the storm could bring with it more than six inches of rain, 80 mph wind gusts, 20- to 30-foot-high seas and extreme coastal flooding. More than six inches of heavy wet snow could also accumulate in parts of the Appalachians from Pennsylvania to West Virginia and as far inland as Ohio.

Meteorologists reportedly said it was likely to cause $1 billion in damage, more than the destruction caused by Hurricane Irene last year, which flooded the East Coast from Delaware to New England and killed at least 40.

East Coast teams were reportedly gearing up for the storm. Maryland was planning for hundreds of thousands of potential outages and 500 workers were being brought in from other states. And in New York City, emergency management officials were looking at the city's disaster plan.

"I think it's fair to say we don't know when or if or where the storm's going to hit," New York City Mayor Michael Bloomberg said today. "The forecasters say it could be dangerous, but I think a word that they've been using most is it's 'unpredictable.'"

Hurricane Sandy crashed through the Caribbean today, exploding in size and strength as it hit the Bahamas after pounding Jamaica.

The category 2 hurricane blasted winds of more than 110 mph and unleashed two feet of rain. At least two people were reportedly killed and hundreds were flooded out of their homes. In Florida, which was not expected to be directly hit, many schools canceled classes Friday as Sandy approached.

Fort Lauderdale's beach, which is usually packed, will have up to 10-foot waves near its shore, and up and down the Florida coast there have been warnings for deadly rip currents.

The last perfect storm of this type occurred in 1991 and though it remained far out at sea, it killed a dozen people and caused more than $200 million worth of damage.

A mother returning to her luxury New York apartment with her 3-year-old found her other two children stabbed to death in a bathtub and the kids' nanny lying unconscious nearby with apparently self-inflicted wounds, New York Police Commissioner Ray Kelly told reporters.

The mother and daughter were returning from a swimming lesson to the luxury La Rochelle apartment building on the city's affluent Upper West Side at approximately 5:30 p.m., Kelly said. When they found the apartment dark, they asked the doorman if the nanny had left with the other children only to be told that was not the case.

"She goes looking for her children and finds her 6-year-old daughter and 2-year-old son stabbed to death in the tub," Kelly said.

The mother's screams could be heard emanating from the apartment, Kelly said.

A neighbor who lives on the same floor in the building at 57 West 75th Street near Columbus Avenue told The Associated Press that she heard screams around 5:30 p.m.

"There was some kind of screaming about, 'You slit her throat!' It was horrible," said the neighbor, Rima Starr, a music therapist.

Starr told AP she believed the nanny had been hired just recently.

"I met her in the elevator, the day before yesterday, and was making small talk," she said.

After police arrived, she told AP, the mother remained in the building's lobby, screaming hysterically and clutching her surviving child.

The nanny, approximately 50 years old, was in critical but stable condition at St. Luke's Hospital, Kelly said.

She was in police custody, officials said earlier.

According to Kelly, the preliminary police investigation had not yet yielded a possible motive for the deaths.

Officials were not yet identifying the victims or the nanny, Kelly said.

Nord-Kivu : les miliciens Maï-Maï tuent 3 membres d’une patrouille mixte ICCN-FARDC

Une patrouille mixte de l’Institut congolais pour la conservation de la nature et des Forces armées de la République démocratique du Congo (FARDC) est tombée dans une embuscade ce jeudi 25 octobre dans la matinée à Katshanga sur la côte ouest du Lac Edouard au Nord-Kivu. Le bilan de cette attaque est de trois morts et quatre blessés. L’embuscade aurait été tendue par des Maï-Maï alors que la patrouille était à la recherche des pêcheurs clandestins.

Selon la force navale, la patrouille était à la recherche des pêcheurs clandestins lorsqu’elle est tombée sur un groupe Maï-Maï des Patriotes résistants congolais (Pareco). Ceux-ci ont ouvert le feu sur la patrouille. Un militaire FARDC, un garde parc et un civil ont été tués sur le champ, indique la même source.

Les blessés, trois militaires FARDC et un civil ont été admis au centre de santé de référence de Vitshumbi, selon des sources médicales dans la région avant d’être acheminés à l’hôpital de référence de Kayina. Ces informations ont été confirmées par la force navale.

Pour les comités de pêcheurs de Vitshumbi, cette situation est consécutive à recrudescence de la pèche illicite entretenue par le Maï-Maï sur le Lac Edouard.

De nombreux pêcheurs clandestins opèrent avec de filets à petite maille avec la bénédiction des Maï-Maï (Pareco) alors que ce matériel est prohibé car il permet de décimer un trop grand nombre de poissons.

Un officier de la force navale rappelle que des échanges de tirs ont eu lieu le mercredi 25 octobre entre la même patrouille conjointe ICCN-FARDC et les Maï-Maï. Selon lui, les unités de la force navales sont elles aussi régulièrement attaquées par les Maï-Maï. La précédente attaque remonte à trois jours.

Cambodian Prime Minister Hun Sen yesterday said that the Association of Southeast Asian Nations (Asean) still faces many challenges in forging a single community and destiny for the 600 million people of Southeast Asia. "It's very difficult and is taking a long time to coordinate and solve problems in building a people-centred community," he told at a meeting of the Asean Sociocultural Community Council. Hun Sen noted that Southeast Asia had various religions and different levels of human resources and development. "We will need many resources which require much closer cooperation," he said. "We have to look beyond nations to reach a point of unity that offers common benefits...We cannot each solve such problems at the national level." The ministerial council, he said, has key roles in developing human resources and "building one community which ensures the welfare of its citizens, social justice, fundamental protection of rights and environmental stability.
